: U.S. Senate Approves Tripling Of Civilian Aid To Pakistan (RTTNews) - The U.S. Senate has unanimously approved the Kerry-Lugar bill--called the Enhanced Partnership with Pakistan Act (S962)--to triple U.S. economic assistance to Islamabad to $1.5 billion a year ($7.5 billion in the next five years), and advocates an equal amount for another five years--$15 billion in 10 years, reports say. Unlike the House version of the bill, which was opposed by Republican members, the Senate version introduced by Democratic chairman of the Senate Foreign Relations Committee John Kerry, and the top Republican on the panel Richard Lugar, received bipartisan support and is supported by the Obama administration. The Obama administration had expressed its reservations over the House version of the bill--the Pakistan Enduring Assistance and Cooperation Enhancement Act of 2009 (HR 1886), which imposed stiff conditions requiring Islamabad to demonstrate a sustained commitment and progress towards combating terrorist groups. However, the Kerry-Lugar bill frames the conditions in a broader context conditioning military aid on certification that seeks total commitment from Pakistan in its efforts to prevent Al-Qaida and associated terrorist groups from operating on and from its territory, and advocates strict accountability of the funds given to Islamabad. Since there are differences in the two bills--HR 1886 and S962--the bills will now be discussed at a 'conference' of the the House of Representatives and the Senate--where the administration is expected to side with the less punitive Senate legislation--to arrive at one single bill, which will be voted and sent to President Barack Obama for his signing into law. "I look forward to working with our House colleagues to get this important bill to the White House for the President's signature," said Senator Kerry, the unsuccessful Democratic candidate of Geroge Bush for his second-term presidency, after the passage of the bill. |
