Political: House GOP Seeks To Force Vote To Bar Gitmo Detainees From Transfer To U.S.

(RTTNews) - Following the announcement that several suspects in the Sept. 11, 2001, terrorist attacks will be tried in federal court in New York House Republicans are attempting a parliamentary maneuver to force a vote on a bill blocking the administration from bringing them to U.S. soil.

Rep. Pete Hoekstra, R-Mich., the ranking Republican on the House Intelligence Committee, has filed a discharge petition on the Keep Terrorists Out of America Act, seeking to force it to the House floor for a vote.

The move would circumvent attempts by Democrats to keep the bill bottled up in committee, but could be difficult to achieve as a significant number of Democrats would have to sign on to the petition for it to receive the required 218 signatures.

Hoekstra said Wednesday that he had already assembled 169 signatures for the petition, but did not disclose whether any of the signatories were Democrats.

"We are rapidly approaching President Obama's self-imposed deadline for closing Guantanamo Bay, yet the administration still has not submitted a plan for closure to Congress and has offered little in the way of transparency with lawmakers or the American people," Hoekstra said. "This petition is meant to force greater administration transparency with the public and to give federal and state lawmakers a voice in what many of us believe was a rushed and unnecessary decision to close Guantanamo Bay by the president."

Hoekstra said he was confident that he would ultimately garner the needed support for the petition to succeed.

"A number of Democrats agree that closing Guantanamo Bay and housing terrorist detainees on American soil is not a good idea and this petition gives them the opportunity to publicly register their opposition," Hoekstra said. "The American people need transparency on Guantanamo Bay and the threats posed by terrorists housed there, not the scattershot and disjointed decision-making behind closed doors by the administration and a few lawmakers who wish to avoid oversight and accountability."

He added, "I absolutely believe that state leaders in places such as Michigan, Illinois and anywhere else the Obama administration may try to move terrorists detainees would benefit from full and transparent access to the threat and security information that is already known by the federal government. ? If supporters of closing Guantanamo Bay really believe terrorist detainees pose no threat, then they should not fear our call for more transparency either."

House Minority Leader John Boehner, R-Ohio, has signed on to the petition and expressed his strong support for the bill.

"Despite Americans' strong opposition to importing terrorists held at the Guantanamo Bay prison into the United States, the Obama Administration continues to move forward with their dangerous plans to do so anyway," he said. "The 'Keep Terrorists Out of America Act' does exactly what the American people want, and they deserve a vote on this common-sense bill."

The bill would bar the administration from transferring or releasing any Guantanamo detainees to any state in the U.S. without the permission of the governor and state legislature and requires Congressional notification of any transfer or release of a detainee into the U.S.

"Despite repeated requests from Republicans in Congress, this Administration has refused to present the American people with its plan for what to do with the terrorists held at Guantanamo and for confronting and defeating the global terrorist threat," Boehner said. "Right now, there is no evidence that this Administration has such a plan."

He added, "The American people deserve better."
